ok i found booke the first time and he said i had to beat
Leon(hills champ)
Laticia(beach champ)
Tommy(downtown champ)

and after that i can race him….

so i beat all 3 of them and then the next mission i got from Booke said..
booke is impressed but to be the city champ you need to beat him first.booke is at the standard hotel..

but when it wont let me go to it

so how can i get to race him
